Time now to built alternate Fern Crescent route

I have been a resident of Rock Ridge for several years. On Friday, around 7 p.m., while returning home, I encountered a road block on Fern Crescent. There had been, unfortunately, an automobile accident –two vehicles collided head on.
Along with many others, I had to wait well over an hour before I could get to my house.
People trying to leave Rock Ridge were also unable to do so.
I asked several years ago why we are spending more than $1 million to widen a stretch of Fern Cres., from 232nd Street to Eagles Hall, when the following section is narrow, winding and lined with trees right to the edge of the pavement?
A while ago, a tree fell on a power line at Fern and 232nd, closing the road for more than eight hours.
I was under the impression when I moved to Rock Ridge that a second access road would be built, after the development was complete – with about 3,500 homes. Say each one has two vehicles. That’s 7,000 a day travelling in and out of the area, not including those in surrounding neighbourhoods.
When building a community of that size, basically on the side of a mountain, shouldn’t the roads be in place first?
I understand that development fees are charged for such infrastructure, and trust that such funds are secured.
I would also suggest it is time to use them, to built an alternate route.
