No, Maple Ridge should not swap agricultural land in the Albion flats with Smart Centres. Smart Centres speculated and in doing so took on the inherent risk of losing.
We don’t need the big-box store, Wal-Mart scene. Pandering to developers is why the Albion flats has drainage problems, so pandering to another developer will not make things right.
Maybe it’s time Smart Centres gets into the big greenhouse business and accept speculation for what it is.
Quit whining when you lose.
